Serious Questions and Discussion on UBI/Freedom Dividend

Hey guys; full discretion, but I'm not currently supporting the Yang2020 campaign (definitely will if he becomes the Democratic nominee, but atm he's like my 3rd-4th choice, Warren is still my No. 1).
I'm a member of the Ho-Chunk nation, a Native American tribe from Wisconsin, and for about 10-12 years, myself, my sister, and my mom have been receiving a $12k year UBI (we call it "percap" colloquially), and debates and discussions around how the money is used and spent by tribal members; a majority of our tribe tends to be lean in a more libertarian approach where it is not the tribe's job to decide how UBI is spent. This, however, has been faced with a number of points of criticism that I'd like the Yang campaign to address if they could.
Some more information about our current UBI system: The tribal government of the Ho-Chunk nation runs several strings of businesses under our business department-- our biggest moneymakers are in the casinos and gas stations we own and operate. Overall, the tribe makes approximately $1 billion per year, and about 80% of our government budget goes to paying for "percap", with our next largest budget going to social services and healthcare for our communities. the $12k/yr UBI is collected from the time people are born, and is enveloped into a trust that currently has two requirements: tribal members must be 18 years old and must earn a high school diploma or a GED in order to collect the trust.
Now some of my concerns with the UBI are not exact representations of what would happen under the freedom dividends, but the arising problems we've encountered could reflect possibilities into the policy decisions your administration could choose to make.
Notably, our community has suffered greatly from years of oppression and trauma from policies made by the US government; land displacement, genocide, slavery, reservations, re-education camps, inhumane and culturally insensitive adoption policies, and consistent bans on the rites and practices of our tribes, and countless times where the government reverses their positions on their opinions of the sovereignty of our self-governance. This has lead to a majority of our tribal members to suffer greatly from mental and physical illnesses, high levels of diabetes, high blood pressure, strokes and heart disease, drug and alcohol addiction, increased criminal activity in our communities, as well as police brutality and abuse of policing privileges to complete a higher number of arrests against tribal members vs. the majority white population in the region.
Summarizing briefly some of the context for our issues, one of the issues some (not all) kids face when they first graduate is that they tend to expend a majority of their trust funds on luxury items such as, but not limited to: fancy cars, vacations/expensive trips, drugs, alcohol, etc.. It is greatly recommended that the UBI be used for college, starting business, and putting down loans for cars/housing, which many of our tribal members have done, but due to the lack of financial literacy programs or mandatory guidance for how the money should be used, it has lead to a few rare cases where individuals would try to use the trust + the $12k/year UBI to live unemployed off the system (something that is definitely possible in rural Wisconsin, with an average salary being less than $30k/yr.) Furthermore, the consistent spending on illegal drugs has only caused an increase in drug sales and criminal activity in some areas.
While most tribal members have seen drastic increases in the quality of life since the initial successes of UBI starting (if I remember correctly) in 2008, our businesses are still only growing so far; our gains from our business ventures have not been as great as they had been in the past two decades, and our government is running into some budgeting issues, with many departments facing the issues of operating under budget. One of the aspects which is unique to our government is what is known as Tribal Council, and operates as a branch of the government that functions in the form of direct democracy (Briefly: 1/8th of all tribal members must meet at an agreed-upon location to meet quorum, and then individuals in the community can present policy ideas to be debated and voted on in a referendum format, or depending on the constitutionality of the referendum vote, be sent to our tribal legislature or tribal courts to be further debated upon.) One of the main issues that quorum tends to agree upon is that regardless of the budgeting restrictions on the nation, the UBI is too popular to lessen the funds for, and has caused operational distress for the tribe's operations as a whole.
I suppose some of the concerns I would have going for some of the decisions regarding Yang's national UBI policy would be:
>How does he plan to fund a UBI estimated at about $3.5 trillion/year >Should the plan prove unsustainable (possibly even in a 10-year plan), how will the administration plan ahead to continue funding already operating programs like the U.S. school systems, the national parks service, social security, and every other government program due to the overwhelming libertarian popularity of having a UBI? >How will the campaign address spending issues in communities that suffer from financial literacy problems, or other financially oppressive problems like food deserts and access to public transportation? >How will the Yang campaign address security issues inflated by having access to more expendable wealth for issues such as drug sales, gun control, housing markets, etc. >Would it be more feasible to use the Freedom Dividend to devise single-payer programs for the issues that matter to people, such as public accessibility to trade schools, community-funded transportation or eldercare services, or for a public health option people can opt into on their insurance?
As a personal note: I support Warren due to a wide range of policies designed around a more liberal program-based approach to fixing the architecture of our government and economy to address many of the underlying issues. I like Yang's UBI policy and its availability for everyone, but I disagree with the theory that it would help fix a lot of the other underlying issues, which need to be addressed. Also, I feel that Warren's wide range of policy proposals specifically targeting "Native Country" that she put forth actually help to address the issues we face out here-- that, I feel makes up more than enough for her seemingly out-of-touch Cherokee/Pocahantas issue. I'll link that for anyone that wants to actually see what she put forth a while ago (wasn't sure if comparisons between campaigns were allowed on this subreddit, so sorry in advance if it is: )
